His proficiency extends to the adept application of the Incident Command System (ICS), National Incident Management System (NIMS)/Standardized Emergency Management System (SEMS), Emergency Management, Facility Security/Law Enforcement, and Preparedness. During his tenure as the Director of Emergency Management, Security, and Business Resiliency at the San Jose Water Company, David played a pivotal role in enhancing preparedness and resilience within the organization. Prior to this role, he served as the Director of Emergency Management & Preparedness at Santa Clara Valley Medical Center, effectively directing business continuity functions across three hospitals and fourteen clinics, showcasing his strategic acumen and dedication to community well-being. Furthermore, David's experience as the Mass Care & Shelter Branch Director at the Santa Clara County Social Services Agency underscored his commitment to efficiently directing emergency response and recovery efforts, solidifying his reputation as a capable and experienced emergency management professional.

David's extensive background also includes a remarkable tenure with the U.S. Coast Guard and Coast Guard Reserve, where he held multiple key positions. Notably, he excelled in his role as Chief Emergency Management & Force Readiness at Sector San Francisco, showcasing his ability to lead and strategize in high-pressure environments. His education, including an M.S. in Quality Systems Management from the National Graduate School and a B.S. in International Business from San Jose State University, underpins his practical expertise, reinforcing his commitment to excellence. His certifications as a Certified Emergency Manager, Coast Guard certified Incident Commander, Planning Section Chief, Liaison Officer, Agency Rep, and FEMA Emergency Management Executive Academy graduate further exemplify his dedication to professional growth and preparedness. Additionally, David's voluntary service as a Firefighter-I/EMT with the Spring Valley Volunteer Fire Department for a decade showcases his passion for community safety and service.
